Because all your previous information is retained. A full restore will wipe every piece of data, including you Apple Pay DANs.
It will require you to set up Apple Pay again, but it won't matter because even the same card will acquire a different DAN (device account number) and hence won't be linked with the preorder.

Now I'm even more confused, my question was why wouldn't doing a full restore require you to set up Apple Pay over again. I guess I'm just agreeing with you guys.

I think each person can buy 2 iPhone 6S' and 2 iPhone 6S Plus

isn't that correct?
Please need a confirmation as I also have 3 orders - 2 for iPhone 6S and one for 6S Plus

Thanks

LOL ... Pretty much. Let me see if I can straighten this out.

You *would* have to set up Apple Pay again, if you did a full restore. It would be essentially getting a brand new iPhone. It also would protect the prospective seller if they were to sell their phone. It would render their old DANs useless on a brand new setup and would require a new DAN to be created.

You *wouldn't* have to setup Apple Pay again on an upgrade to iOS 9 (thus not doing a full restore), since an upgrade is considered still owned by the current owner. All data, including Apple Pay, would be retained at the point of upgrade. Otherwise, it'd be a pain in the butt to have to reset everything off a simple upgrade.

I've also read limitations also include 1 phone per line used, or 1 phone period for a new line.

just another reason to delay the upgrade to 9.0 on your current phone that you are upgrading... (if you used Apple Pay to purchase the 6s/s+)

TL;DR
If you pre-ordered a 6S device and paid with Apple Pay using an iOS 8 device and subsequently clean/DFU installed iOS 9 in "new mode" on that Apple Pay device on launch day -- check your order's payment status.

Talk about a brain fart. This is what I get for doing a pre-order via the Apple Store app with Apple Pay and subsequently clean-installing (DFU mode) iOS 9 on all my devices this week. Lesson learned.

Like many of you I pre-ordered an iPhone 6S Plus (and subsequently a 6S later that morning for The Wife) on pre-order morning/day. I used the Apple Store app and paid with Apple Pay, which as we know doesn't use the actual CC numbers but a "device account number" that is tied to your apple ID but is totally unique for each instance that CC is added to Wallet.

On iOS 9 launch day I did what I routinely do with major iOS releases: DFU installed the image and set up as "new". Prior to doing this I had logged out of my iCloud account on my iOS devices... which blew away any knowledge of my Apple Pay setup. Of course I set up Apple Pay again for the same CC in iOS 9 and got a new device account number. Any reference to the old one used for the 6S purchase was gone (as it should be).

Apple attempted payment yesterday 9/17 using the old Apple Pay info... which failed since idiot me nuked the device account number that was used for the orders. I had to visit the apple.com site and enter the CC payment info for it to clear which it did immediately, but remained in "processing items" status. Concerned delivery date might slip, I called Apple to check both orders and they're both still due to deliver 9/25. According to the rep my wife's Rose Gold 6S is shipping from a location within the US while my Space Grey 6S Plus is shipping from China. Without me asking her to do so, the rep added expedited shipping to my Plus order. Kudos, Apple. :)

now that's very unfortunate. hopefully enough people have the same problem and they'll fix the glitch for the CC infromation to be pulled at Order not Shipping time

Woah hey look at that, another thread on the same subject. Never happens on MR! Well sorry for the duplicate post. Users here like myself should make a habit of checking for existing topics before starting to write a new thread and before hitting submit on the first post of a thread because there could be a few hours between such events. ;)

LMAO .. also makes for good reference. ;)

I don't understand the benefit of 'expedited shipping' when it's coming on release day anyway

It came from the kindness of the rep's heart. There is no benefit to the situation other than the rep going above and beyond what was needed, a quality that is quintessential in customer service.

I actually wrote Apple early that morning after my order was processed and the chat representative told me that it wouldn't be an issue. I hate support sometimes.

But it doesn't mean anything because it's a lie, it will be shipped at the same time as everyone elses - it won't be on a plane by itself :D

His comment helps other users know you have a legitimate issues as it is affecting other people as well. You don't add too much with this last post though.
