Instead of moving it, just make the camera orientation-aware. If it's in landscape mode, flip the image on the camera so it's facing the right way.
It’s not the orientation of the camera image. Most people do video conferencing with the iPad in landscape orientation and the ipad in a case. With that, the camera is off to the left and lower down. When you look at the middle of the screen, your eyes appear to be staring off to the side. It looks like you aren’t paying attention.

Also, when in a case like that, it is natural to have your left hand near the screen for scrolling. When faceID is needed for access or to authorize something, it is blocked by that hand. It happens surprisingly often.
 
Not to be contrarian, but I really don’t like this. The iPad is way too heavy to hold sideways. The weight distribution when held vertically is much better. Plus, the landscape orientation reveals much more of the background, which I’m not a fan of. It seems like many people want it as a way for it to be docked or on a keyboard. At that point, I think a laptop would be better. I’m not here to bash, just leaving my opinion.
Not to dispute your opinion, but I don’t understand the perceived weight issue when holding the iPad in landscape. Also the revealing of the background? What do you mean by that?
For me holding it in landscape feels way more balanced when playing games, browsing the web or working in Photoshop. And when I use it I do not see the background as I’m in a full screen app.
 
You don't have to use touch all the time. My iPad is almost never out of the keyboard case and I have a mouse connected for some uses. it only goes "commando" for things like sketching. It would be the same if Mac OS were running on it.
It’s simple physics, Mac OS thermals are biggest problem in iPad. My iPad Pro gets hot if I push it harder. I can’t imagine running Mac OS in small compact device. MBA has larger area to dissipate heat. It will probably happen when a heat sink with higher dissipation and weighs 10-20 times lighter than copper. Or may be the semiconductors that can run at room temperature will open up more devices.

The blocking off the Face ID camera in landscape mode for access and duration is my biggest PITA right now.

There isn’t a Mac made that the screen orientation is in portrait mode.
Here I will point out that if one puts an M-series iMac (with VESA) on an arm and rotate it to portrait, that macOS will indeed display a portrait desktop.

Vapour chambers, like the ones Samsung uses in it's top end devices, could be used by Apple to help this problem, but that would require a couple of extra dollars are spent on parts...

Then Samsung can make Billions by running a full fledged Desktop OS like Windows using couple of extra dollars. People underestimate Mac OS, just look at the heat gate with a much bigger MBA with out fan. iPad will fry and shut down much sooner than MBA.

? So many questions...

Cooling could be better than it is, which I know and you know. How much of a difference it would make remains to be seen. It's a very slim device, but could certainly run MacOS unless you push it hard. Even an M1 Air is idling most of the time.

The other thing Apple could maybe do, if they want the iPad to be a portrait-first device when not docked to the Magic Keyboard, is add a camera to the Magic Keyboard itself.

This, exactly.

I conduct a lot of virtual meetings and I sometimes see other participants with iPads in landscape. They are always looking to the left and their face isn’t viewed straight on. Combine that with Center Stage jumping around and I always end up using my MBA for virtual meetings. I would love to use iPad for pretty much everything, and the landscape camera would pretty much convince me to switch.

I never use my Ipad Pro in Landscape Mode. Only watching movies. So every time I need a password with FACE ID Ill have to go to Landscape ? Ill stick with my 11 Pro 2nd Gen..
 
Currently, I use my iPad Pro 3rd gen in both landscape and portrait modes. Face ID works in either orientation. So, it would make sense this would continue with an orientation reconfiguration. Just my two cents.

No, FaceID on the iPad already works in either orientation. It’s still work either way in the new ones.
