I'm not a developer and one of the millions who updated to iOS 7 without registered UDIDs on to my iPad 4 and iPhone 4S. I just want to know what happens when iOS 7 is rolled out publicly? Do I need to rollback to 6.1.x and then update to iOS 7 or do I just update the gold master, when it comes out?

Please advise

Did you even read the first page?

Once you're running the GM, if the public version is the same build number as the GM, you won't have to do a thing because you'll already be running the public release. If there's a show-stopping bug in the GM, Apple will release a NEW GM to fix the bug and that GM will be the public release.

Apple has always made the GM the exact same build as the public release, even when they've released a second gold master (which they've only done once or twice).

GM=Public/GA

You will have to do 1 or 2:
1: update to iOS7 GM manually in the same manor you went from 6.x to 7beta.
OR
2: wait for GA then DFU restore in iTunes.

You will need to download the iOS 7 GM from the Dev Center and update manually using iTunes, or restore to iOS 6 before the release of iOS 7 and then you can update either using iTunes or OTA.

The GM will not be available as an over the air download on your iPhone/iPad
