I ended up trying a physical DVD instead of a BootCamp Assistant prepared stick to install BootCamp on a late 2012 Mini after going in circles for days. The Windows installer always had a reason to reject the partition.

It worked like a charm on the partition prepared by the Assistant. I followed up by installing the BootCamp driver after the Windows install and setup were complete. I did use a USB keyboard and mouse. I am not sure the Bluetooth versions would have worked before the driver update.
