In case people think the M2 fixes this problem it doesn't. Upgraded to a MacBook Pro M2 Max and still having the same issue, possibly worse than with the M1 Mac Mini.
This is more than annoying at this point. It has actually affected my daily workflow
I was thinking of getting a M2 Mac Mini (or Studio when it gets the M2 chip) but now I am going to wait and confirm that the M2 macs can actually work properly with external displays

I took a chance, updated my 2018 MacMini to 13.5 and can say that external display to my 49" ultra-wide Dell U4919DW monitor works fine (USB-C to DP cable), and also no issues encountered with the two old 20" wide flat-panel displays on either side of the ultra-wide.
Keeping my fingers crossed it stays working as it is supposed to.
I hear you loud and clear but unfortunately UX harmonisation between iOS and MacOS is well underway. Which is something I once hoped for, except I wanted it the other way round.And . . . I just don't understand why Apple insists to force MacOS to use System Settings that is formatted for the physically much smaller iPhone display size - on the Mac it won't even resize horizontally !
At least the previous System Preferences took advantage of the Mac's much larger physical display size to make it much easier to see all the configurations and navigate efficiently.
This System Settings is just completely unintuitive on the Mac, to the point of being nearly useless.
Just because MacOS can now run on silicon doesn't mean it needs to be stunted to look like the equivalent feature on the iPhone.
