Desktop is also a finder windowThis is Finder with and without stage manger. Both didnt happen from macOS Monterey. The first one is without stage manger but as you can see, it grays out or some kind of 3rd windows exists. The 2nd one is with stage manger and it goes back and forth.

I'm currently on Big Sur and it works exactly the same way as I have recorded.
Because it DOES NOT worked that way before macOS Ventura. It only switched between Finder windows and I already tested. I have no idea what you are saying. CMD + ` should only cycle in windows, not including desktop.

It's the intended behaviour, you can find people way back, wanting to prevent from focusing on desktop window, if anything, if cmd+` never focuses on desktop when cycling Finder, you have something changed on your system.here, it does NOT do that. if i have several finder windows open, it ONLY rotates thru the windows, it does NOT stop at the finder & scroll thru items on the desktop....
am guessing there's something you have on that i don't... (ie stage manager, or something...)
