CMD + ` is the shortcut for "Cycle Through Windows"
But now I notice even though apps like mail and Safari are missing that menu item the shortcut is still working for me in those apps, with or without Stage Manager enabled.

has no one determined what fixes this? whatever i turned on (or off) in the beta cycle, command ` works for me everywhere (safari, pages, mail, finder windows, etc). so there is a setting to get this back.
 
cmd+` always cycled to desktop when switching between Finder windows, how else are you going to use keyboard to navigate icons that are on desktop
huh? i don't remember seeing that. for me, it's always cycled thru open finder windows, never to the desktop. or am i misunderstanding you?

anyway, now, on ventura, if i have (for example) 3 open finder windows, cmd ` rotates thru (only) those 3 windows.
 

I don't see what doesn't make sense, desktop is another Finder window.
 

Because it DOES NOT worked that way before macOS Ventura. It only switched between Finder windows and I already tested. I have no idea what you are saying. CMD + ` should only cycle in windows, not including desktop.
I'm currently on Big Sur and it works exactly the same way as I have recorded.
 
here, it does NOT do that. if i have several finder windows open, it ONLY rotates thru the windows, it does NOT stop at the finder & scroll thru items on the desktop....

am guessing there's something you have on that i don't... (ie stage manager, or something...)
 
I just tried CMD+` with Safari and Finder and it correctly toggled between the windows. This is with a recent upgrade from Monterey to Ventura. I was never part of the beta program and have not yet tried Stage Manager. I don't use Spaces.

Not sure if that helps but just another data point.

It's the intended behaviour, you can find people way back, wanting to prevent from focusing on desktop window, if anything, if cmd+` never focuses on desktop when cycling Finder, you have something changed on your system.
 
Didn't see any solutions in the post but I'll let everyone know what worked for me. I was having same issues as described above after updating to Ventura. I went into System Settings > Keyboard > Keyboard Shortcuts > Keyboard. I then unchecked "Move focus to next window" then restarted. Upon startup, I then selected "Move focus to next window" and restarted again. So far that worked for me. Simply selecting and unselecting without restarting did nothing for me. Hope this helps someone out there!
 
This happened to me when I updated to Ventura and decided to try Stage Manager. I could not figure out what was wrong and in the end stumbled on this thread and indeed, if I turn off stage manager cmd+` works as it always has, but with it on the behavior changes. Super annoying that a new feature would change an existing behavior that has benn in place forever.
