Can a Verizon iPad4 be used with a mobile network in Australia with an appropriate SIM?

Yes it can.

All iPads come unlocked, the only differences are what LTE bands you might be able to pick up on Verizon vs AT&T versions. That I'm not sure of.

The Verizon iPad is sold in Australia. Will work even with LTE.
