Net Neutrality is not responsible for Verizon throttling the Fire Department’s data. Throttling of unlimited data plans has been going on for years. Before Trump was in office and yes, during the period when we had Net Neutrality.
Exactly the fire department didn't read the terms & conditions of their plan is what it sounds like. Blame them or more likely their lawyers!
 
All of this just became a moot point. SB 822 passed both the Assembly and the Senate in California, and is headed to Governor Jerry Brown's desk, where he will more than likely be signing it. This will make California the 3rd state to pass its own Net Neutrality laws, following Oregon and Washington.

What happened at the fires fueled what happened with this bill, and now will result in California enacting Net Neutrality, as well as investigations into VZW's actions.

How are you supposed to investigate the actions of someone when the law was signed into action after the actions?

Frankly, I would love to see ISP pull out of California and stop offering service. It is ridiculous that they will have to deal with this. If I live in Nevada and my internet "hops" through a router / switch in California and I feel it was degraded, Verizon is on the hook? Does California's congress understand how the internet works? The US congress does not.

I don't think California's congress does understand how the Internet works. This is a case of the fire department being on a plan that throttled their data and they didn't want to be throttled. If Verizon doesn't throttle their data I will complain to Verizon when I am throttled.

You're not understanding how the law works. The law isn't retroactive. They investigate during the period it occurred, while the law prevents this from ever occurring again.

That California ISP doesn't have the grounds to throttle the data coming in from you in NV. For the recr D, I live in Las Vegas and Sacramento, and work in IT, so it's safe to say I know what can happen. That throttling ISP wouldn't be able to inspect the packet and destination and try to throttling it, as it is only forwarding data on its way to its destination. It can't preempt it.

I agree that this was irresponsible on Verizon’s part but it looks like the fire department didn’t choose the right plan to begin with.
If you read more into this you'll find that this wasn't the first time they've had problems like this with Verizon and the last time this happened Verizon promised that they'd sort it out and it wouldn't happen again. Apparently the lengthy conversation was because they thought Verizon had sorted it out, but the person who was supposed to have sorted it out wasn't available and those that were didn't have a clue about what had been previously been agreed upon.

Having to solve problems that shouldn't exist in the first place by throwing more money at a company is hardly what I'd consider to be part of how things are supposed to work...
