If I have an Apple TV , a smart tv is not necessary right ?
Funny because most people tend to ask the opposite question. People are constantly wondering if they can get away with just a Smart TV and not need the add-on of the Apple TV. And with addition of the Apple TV App, AirPlay, and HomeKit controls coming to Smart TV's, people are asking it a lot more.

If you're putting the TV in a guest room, or some other low-traffic area I would say you get away with just the TV, but anything you use regularly should absolutely be powered by Apple TV.

I will NEVER buy a product from this company after they seriously violated the privacy of 16,000,000 customers. Vizio settled a class action lawsuit filed after it was discovered their smart TVs were logging everything watched on the TV (cable, streaming services, DVDs, etc.) and that information along with personally identifiable information was being sold to advertisers. The FTC described Vizio's actions as selling customers viewing habits to advertisers and others without their consent or knowledge. The $17 million dollar settlement Vizio paid out was trivial for the level of violation they committed against their customers.

Lol. I guarantee you with 100% certainty that you are buying products from other companies that have done the same, or worse.

You don't have to use the smart features, but you'd be hard pressed to find a TV that isn't smart. I'd prefer a dumb panel. Nobody sells them anymore. I understand why they don't. I just wish they did.

Yeah, you actually have to be careful if you don't want it to be 'smart.' If you sign it into WiFi (as directed) you have to jump through hoops to turn it off (there is no off, you have to switch to another network, then take that network away).

What I do is plug into Ethernet to get the firmware and such up to date. Then unplug it, and use Apple TV, PS4, etc.

I don't want my TV collecting data, and 'phoning it home.'

I know you are correct. Below is a link to an article about several other companies, including Bose, who have made the news for privacy violations. Bose was named in a class action lawsuit in 2017 for selling information about what its customers were listening to on Bose wireless headphones without the users' knowledge or consent.

I think most people don't really follow this kind of news, or if they do hear about it in some way, they just don't think about it much. Price is the primary consideration. Why spend more to get a TV and Apple TV if you can just get the TV? And, even if they are aware they are making up the $ difference in giving away their personal data, they don't seem to care much about that either. That said, I don't think many of them understand the long-term consequences either.
