I’m not so sure Apple really cares about that. They caused exactly that when they released Apple Pay back in 2014. At the time, only 3% of US retailers were able to accept it (this number was given in 2019 by Tim Cook when he boasted that by then apple pay acceptance in the US had gone up from 3% in 2014 to 70%). That meant many people added their bank cards to wallet only to walk into their local stores and be told they couldn’t use it yet.
The difference with Apple Pay is that somebody had to build it and popularize it before others would jump on board. It wasn't Apple's fault that your local Walgreens didn't support Apple Pay, but once the feature was available there was more pressure for stores to do so. Most folks understood this concept, and I don't think anyone was blaming Apple for offering a technology that few stores accepted. Nobody blamed Mastercard when Costco started only accepting Visa.

On the other hand, Apple's retail stores are entirely under its control. Offering an Apple Account Card that's supposed to work in your local Apple Store but doesn't would be akin to any store suddenly being unable to process its own physical gift cards. I think customers would very justifiably blame Apple for that one ?

Apple cares very much about the customer experience when it's the only one responsible for delivering that experience.

The option to add should still appear once you tap the +, though. You get an error once you try to add if you have no balance, but the option to add should still show up.
 
I can sadly confirm this does NOT allow you to put an App Store purchase or a subscription on a card if you have an existing Apple Account balance.

Played around with 15 dollars to check it out and it just automatically takes from the Account Balance and only switches to your default payment method if your Balance runs out. Same as always.

Anyone know if i can use the balance from "Apple Account" card to make any purchase at any store like a normal credit/debit card? Or is it only for purchasing at Apple?

no, obviously you can't do that.
just in the same way you can't use a starbucks card to buy something from anywhere other than Starbucks

As far I aware only USA have all in one gift card. UK it is still separate iTunes and Apple Store gift card and probably why this not offer UK yet. I assume when other countries get all in one gift card then this might appear.

It’s available in a few countries outside of the U.S, including Canada, Australia, and Japan, but I’d forgotten it hasn’t expanded worldwide yet, so that’s a good point. The Apple Account Card can’t really work in countries where an Apple ID balance can still only be used for digital purchases.
 
This did not appear for me. I am temporarily resident in the US so have my region set appropriately, but I prefer to continue to use English English and so language was set to UK English. I changed language to US English and the Apple account balance appeared in Wallet.

I changed back to UK English and the balance is still there and available.

To be clear, I'm referring to the "Everything Apple' gift card, not the new digital Apple Account Card. The new universal Apple Gift cards are available in Canada and those other countries I mentioned, and possibly even a few others.

However, Europe still appears to be using the older App Store & iTunes Gift Cards, which are only valid for digital purchases. Hence, it wouldn't make much sense for the Apple Account Card to launch in those countries.

Contrary to what the comment I was replying to was suggesting, there shouldn't be any reason why the digital Apple Account Card can't launch in Canada, Japan, and Australia much sooner. I still think it's mostly just a matter of the Apple Stores in those countries actually getting ready to accept the NFC card, since they can obviously already handle the universal gift cards. The Apple Account Card is essentially just a reloadable digital version of those physical cards.
