This is what I was told by an Apple online rep, too. I would have to wait a few days for my upgrade eligibility to be reset, and then I'd have to place a new order. I think that shipping times are a week or two out as well, so I'd be without a phone for a while unless I could get one on the store. I'd love to get the white, but this sounds like a big hassle. Who knows what other glitches might come up in the exchange? Possibly have to fight about my unlimited data plan? I might go to my apple store and see if they'll exchange it, but they probably won't.

I went to the apple store yesterday, and the manager said that I had to return the 4s to apple.com

The sku's don't recognize. Normally you can do a return without receipt, but the iPhone requires it. I've tried multiple times when I was trying to switch from Black to White.

Only thing you can do is have Apple Store set-up an RMA, call your carrier and tell them that you are no longer in possession of the phone. They should reset your upgrade eligibility.. Took me 6 hours.. But it worked. Then Apple Store sent back the phone to Apple Online and was refunded in a week.
 
I had to return my 4S that I bought online and it wasn't bad at all. The whole process took 5 business days. I sent it out on Monday, Apple received it on Wednesday and during that same day, they reset my upgrade. 2 days later, my CC was refunded. They quoted 1-2 weeks for the whole process to finish but they're just overestimating it so they don't get in trouble if it takes longer than 5 business days.

My unlimited data plan was not effect by this process. My unlimited data plan is still there.

You can easily be without a phone for 2 days. The night before Apple receives your phone, make a reservation that night and you can buy a new one the same day Apple resets your upgrade.
 
I returned mine. I didn't do an exchange, just a flat out return. I then called AT&T to get my discount back (took 2 minutes). Then I went and bought another one. The white one is awesome! I wasn't charged a restocking fee either.
