Sorry if I wasn't clear - you can't, the activation lock is there to prevent what you're trying to do. If you bought it second hand or something, sadly you need access to the phone it was originally paired with. You said it just came back from apple, maybe bring it up with them, because they're the only ones that can probably help you at this point.
And it's probably a case of sending it back to them, seems like there is limited software support they can do in their shops 🙁

Once it's successfully connected, you can disable the activation lock to allow it to be sold or given to someone else. Just like turning off Find My iPhone on iOS.
OP is asking how to remove Activation Lock from a device they legitimately own. And there is a way to do this -- for iPhone, you go to Settings, iCloud, and turn off Find My iPhone. I'm sure there's a similar setting for the watch, but as I don't have iOS 9, I don't know where it is.

I thought they were trying to just activate it. Which I believe they got done by returning their iPhone to iOS 9. And once they got it activated, they asked how to remove the activation lock.
Yes that's correct night Spring it's sorted now watch back on gm watchos2 and ip6plus on gm iOS 9 and everything is fine when you unpair it removes all locks 🙂
