Actually, I think I see what you mean now, possibly. When I hit the Dismiss button, the text msg notification does go away, but if I swipe down from the top, that message is still shown among the notifications.

Yep, that's it. Swiping down to dismiss works properly, but the button hasn't worked in several betas for me.
