What can I drive at 14?

I am not positive about Pennsylvania, but most states only require license/ registration/ insurance on gasoline or electric assist bicycles if you exceed 50cc of displacement or exceed 20MPH.

All driver's license classes require 16 years of age in your state, hence there's nothing you can drive at 14 except a good old fashionned leg powered bycicle. Which for an 8 mile run is perfect. 8 miles is nothing on a bicycle.
