It's not worth it. It's already overclocked and you might coax another 33MHz out of it. Getting a replacement processor in the 1GHz+ range would be much better.
There's no BIOS. All overclocking is going to be on the hardware, not via software. And no, there's no point in overclocking the video card and risk burning it out for 33Hz boost.
You can actually overclock the 9800 Pro using ATIccelerator II. Just don't go too high or you might fry the card. If you do go with the 9800, be sure to purchase a better fan for it like an Artic Cooling VGA Cooler for it.
There should be 2 plates on the right and middle at the bottom of the machine held in with one screw in the middle. You just unscrew that plate and mount the hard drive with 4 screws underneath and slide it back in and lock it in with that one screw holding the plate down. That one that is doubled up like the above pick, you mount it on top with the screws in the side.
Here's an old pic of my QS with 2 hard drives in the right caddy. You can see the mounting plate in the far left one and where the fans are, there should be a plate there as well.

This looks more like the guts of an earlier Mac than a Quicksilver.
But anyway..
i was looking at the plate on the far left.. i do not see how it is unbolted... i did get a chance to bolt one in the middle plate.
From looking at your second image, you can see that there is a hdd plate in the middle bay. There is one missing in the far left one though. And your hard drive is also mounted on a single caddy as you seem to be missing the dual hard drive sleigh. Just remove the middle caddy which is held in by that little philips screw and then it just slides out. You can see the 4 mounting screw holes where you screw the hard drive to in the bottom.
You will need to find an additional IDE cable as the one is not long enough to attached to both drives as the factory cable is only good for hdd sleigh that holds 2 drives. Open up any old PC and you should find plenty of long IDE cables.
You can however just have both my double sleigh and single mounting plate if you need them. Just PM me.

i have just got a mac g4 quciksliver 733mhz and i planing on upgradeing it on a samll buget, i would like a faster processor or upgrade thing for processor,
a 120gb harddrive , 1.5 gb ram , mybe new graphic card( if have any money left over), i would like to be able to run leopard and ilife 09

Oddly enough, I had the same specs as you (original poster) at one point. Here's what I've taken that to:
OWC Mercury Extreme 1.2GHz G4 (~$200)
1GB PC133 (~$40)
160GB 7200rpm HD (~$60)
ATi Radeon 9200 128MB (~$80)
Pioneer 20x DVD+RW (~$30)
It's a much more respectable system now, and runs 10.5.6 perfectly, but it did cost quite a bit.
I've also changed out the PSU with a new AcBel unit, added a blue-LED 120mm fan, and painted it Dodge Charger Inferno Red...

Agree.I think the red is cool but I would bump it to a dual 1.8ghz...
