Fixes for arcane bugs ("Orientation lock now works on devices in Southern Hemisphere") but no changes of any major part in iOS 10 which users actually think need addressed.

I think that new features will come in 10.3. Theirs been so many updates for iOS 10 (or maybe it feels that way cuz I'm on the beta) but it hasn't added anything exciting. I think something is coming. Nothing big. But something that makes like your life better like night shift did..
 
Well Apple kinda promised iPad-focused optimisations in later 10.x updates so I assume 10.3 will be when it happens...

Any iPad features??
I think so. I expect 10.2.1 or two in between, perhaps with calendar spam reporting thrown in, but no major new feature until new iPad that would coincide with 10.3 release.

I am not expecting anything entirely new. I am mostly hoping for refinements and catch ups for the iPad:
  1. Drag and drop between apps
  2. 3D Touch with Apple Pencil (perhaps new Pencil with haptic feedback)
  3. Support for wider range of USB devices, such as storage, via Lightning to USB adapter (perhaps with new Lightning to USB-C Camera Adapter)
  4. Better international keyboard layout
 
Something important to be patched so that way I can have a jailbreak on iOS 10.2 and escape Apple's walled garden.
 
I expect it to work, to do what I want it to do, and to not get in my way.
Features are just additional fluff that needs to work (or not, if I choose not to use those features, whatever they may be.)
You sound like one of those people who aren't happy with what those "meddling kids" nowadays are doing with their "doodads."
