It's simply business. Majority of Apple's revenue comes from selling hardware. So the business goals will still to attract people to buy their hardware.Yes and what a smart way to convince people to switch to Apple hardware. "Look how s****y the software we built runs on other platforms! Now, please go spend 2x-3x compared to what you paid for your PC on some of our hardware instead, so you can see how it runs on there."
Apple is foolish not to make the experience better for everyone; it's more revenue they could be receiving for a product that doesn't even require manufacturing something physical.

There is a good idea. Photos is such a disk hog I don't even use it. Your notion would fix it. When you have the picture the way you want it there should be a "reclaim cache" button. Keep the original and the final version and delete every intermediate version. There could even be a 'replay edit script' function so you could repeat the work you did later step by step until you get to the part you want to do differently.make Photos.app use less space for caches: less than half of my photos library is my photos, the rest is different scaled and cropped versions, and since I have a reasonably fast processor and fast disk access, but don’t have a lot of storage space, I’d rather just have the key photos cached and regenerate the rest on demand.
