It sounds like a corrupted JPEG file. But if it doesn't open any jpeg files then there is something wrong with Preview. I haven't seen any issues myself. The problem you cite with QuickTime has to do with videos and that there is no support for plugin codecs. Separate issue.

Literally every jpg i have won't open in quickview and crashes Preview.
Installing Mavericks couldn't corrupt them, could it?
But why would your Preview open jpgs and mine won't?
You can open them both in quickview and by double clicking them?
Yes and yes (and I've done it on 5 of 8 Macs here). So something is corrupted with your Mavericks install.
Make sure you don't have a disk problem (repair permissions and disk in Disk Utility) then re-install Mavericks.
