It sounds like a corrupted JPEG file. But if it doesn't open any jpeg files then there is something wrong with Preview. I haven't seen any issues myself. The problem you cite with QuickTime has to do with videos and that there is no support for plugin codecs. Separate issue.
 
Literally every jpg i have won't open in quickview and crashes Preview.
Installing Mavericks couldn't corrupt them, could it?

But why would your Preview open jpgs and mine won't? :confused:
You can open them both in quickview and by double clicking them?

Yes and yes (and I've done it on 5 of 8 Macs here). So something is corrupted with your Mavericks install.
