What happened to the Finder Context menu for iCloud

Is it possibly dynamic? As in it only appears if the file (or file contents in the case of folders) aren’t already downloaded locally? In the Files app on iOS the “remove download” option only seems to appear if the reverse is true, and the file or folder contents aren’t currently downloaded locally.
It looks like this on another system. I guess the iCloud info has to load. It appears to be glacial!
