The Legacy apps update was announced before iOS7 was officially released.

That would be even more reason for apple to have their doubts over ios 7 and if it was ready for roll out. They couldn't really hold back hardware waiting for the OS and couldn't sell a new phone with older software after it had already been announced.

It probably has more to do with there being a lot of people with 3GS phones that can't get iOS 7 and would be stuck without being able to get a lot of apps if Apple didn't allow for this kind of thing now.

If you still have a 3GS it's far beyond time to upgrade. Just expect that living in the past is not a way to the future.
 
This story is hilarious, but I wish it continued into further absurdity:

"However, I cannot do it via iTunes because his iTunes version on his PC was too old. I ended up having to update his iTunes and then update iOS on his phone." But I couldn't update his iTunes because his PC's operating system (Windows) was not up to date. I had to convince him to buy the latest version of Windows. Then when he finally agreed I realized that his hardware spec is too low to install he latest version of Windows. Then when I tried to convince him to upgrade his hardware, he blew his lid off and screamed at me: "You want me to drop hundreds of $ on new hardware just so that you can save a couple of bucks on texts by using WhatsApp? ******* you Stuntman06!"

There was a bit more to the story. After updating iTunes, I started to update his iOS. The process for all of this up to this point took a long time. I decided to go to the other room to watch football. When I came back, it looked like everything was finished. I unplugged the phone from the PC.

I don't remember exactly what I did then, but something was wrong. I eventually figured out that I wasn't supposed to unplug the iPhone then. I ended up having to plug the iPhone into his PC again to download and install the iOS update again. What a pain.

This time I waited in front of the PC. Sure enough after it reached a point, a message appeared on the screen that told me not to unplug my phone. I thought it was strange that I did not see this message before. While I was pondering why I did not, the message disappeared in 10 seconds. I looked closely and it appeared that something was still going on in the update process, so I decided to wait this time. I think there was something subtle either on the iPhone or iTunes. I don't remember exactly.

Sure enough, some time later I get a message that the iOS update was completed. After that, I could install WhatsApp, so he can see all the pictures of his grandson that my brother in-law was posting for the past several weeks.

And still work just fine. Newer is not always better.

At some point Apple will force you to buy a new phone, they'll stop supporting your old one. Remember they must also sell hardware. If they stop supporting your phone you have no choice but to buy a new phone.
