Do you really think iOS 13 will never be released to the general public? That seems highly unlikely.While it seems odd, this is not unexpected to me at all. iOS 13.0 is a disaster and since beta 2 I've known that this was going to be a bomb of a release. And clearly they know it, because they are going to move right past 13.0 (never releasing it to the general public) and skip to 13.1 which will be the bare minimum for public consumption.

No, iOS 13.0 will be released to the public. iOS 13.1 beta is out now so developers can continue with SwiftUI and other features released with iOS 13.1. To be fair, iOS 13 beta has been a lot worse than iOS 12 beta was. People do need to avoid installing betas if they can't handle bugs, but anyone who went through the iOS 12 betas might have thought iOS 13 betas would be similarly stable and take the chance.
I'm probably not touching iOS 13 until at least December. It's pretty damn bad and I don't trust they'll get all the issues worked out before release.
Well, it is a beta after all.There is always someone that says this, and I can't really address it. Whether you notice it or not, experience it or not, it is factually unequivocally unstable and in meaningful ways that would cause an uproar if seeded to the general public.

Exactly. It's the most useless half-baked thing I've seen from Apple in years. There is nothing automatic about it. All it does is basically suggest a shortcut to run. Thanks a lot?Funny how Apple calls it “Automations”. It only shows you a notification to run a shortcut :|

This is definitely not normal. On ipados, swiping between apps often re-springs. Email sometimes doesn’t update the mailbox view unless you switch to a different mailbox and back, doesn’t always show mail as being marked read, eventually stops synching, etc. Safari has various glitches where it forgets whether content blocking is on or off. On ipad the tab between split-view windows moves around at random. Many of these bugs have been there for many betas, and are only getting better very slowly.Until the 6th or 7th public beta, iOS 13 was in a very bad state and not anywhere near fit for release. The latest betas are better, but still have lots of bugs. Whether this is normal or to be expected this close to release I’m not sure, but I’d personally prefer if they were at the stage of polishing very minor and obscure bugs. Will iOS ever get to that stage again, assuming it has been?
I don’t understand why, every year, iOS has to go back so far in order to move forward. Every year it seems we’re in this position, wondering why their software development cycle and approach has to be this way.
