The bigger requirement is due to the battery use that would result in it always being on. What you mentioned is secondary reasoning at best, if that was even truly a consideration, since there's no issue with someone charging their phone at work or somewhere public and someone doing what you mentioned.

I agree. Sitting in an office with 10 other people that are all charging their phones. In public there is generally too much noise, phones are in pockets, etc etc.

Everyone seems focused on the car use, while what seems to have been forgotten is that Siri is linked to the new HomeKit feature. You can say things like "hey Siri, turn on the lights", and Siri will do as you wish (if you have the appropriate accessory of course :p).
