Similar issue trying to restore from backup for me... sync was stuck, pulled the plug and it was mostly all good.

So should the live picture wallpaper work on your home Screen? Mine works when I am changing the wallpaper, but once it is on the home screen and I force press it doesn't move.

The live wallpaper only animates on the lock screen when you force touch. The home screen image is static from what I've found in my research on the matter.
