I may have missed something here but I've always been able to turn off 3G independently of cellular data on my 4S, was the same on my 4 as well.
What is your service provider?
Some cannot do that.

3G has to me been the issue with battery life..having 3G on all the time means it is always searching for a connection and which uses up battery. That has been clear when at work.

The last time someone said they were able to turn off 3G on the 4S--prior to iOS 5.1--they were mistaken or misunderstood the the situation (e.g., asserted that EDGE was still present--and it was, you just couldn't force the 4S to use it).Orange UK
Maybe I misunderstood then, I saw the image on post 28 showing a switch for cellular data an no option for 3G.
