    Have a 5,1 mac pro. early 2009, have 10.13 os, processor 3.46GHz quad-core
it has a Nvidia Geforce GT 120 512 MB GPU,

which gpu is the best option.

are 10 series opus on mac pro a over kill?
    GEFORCE 970 GTX (cheap)

MSI GeForce GTX 1060 GT OC Dual Fan (same price as 1070)

ASUS NVIDIA GeForce GTX 1070 (same as 1060)

Are 10 series opus on mac pro a over kill?

Overkill for what? For desktop environment, most likely YES. For CUDA, I don't think so.

I personally will try to avoid 1060 because even MVC doesn't sell this card. And if same price as 1070. Of course go for 1070. The power usage is low anyway.

If money is a concern, and you don't need the GPU power (I suspect you don't really need it, otherwise, you should not still using the GT120). Then there is nothing wrong to go for the 970.

And all these 3 options should work in High Sierra.

whatever works for you! but the GTX680 is still a good option PC versions can be had for under 100 bucks they do 4k video and most are easy to flash with a mac rom

    for what job?
    and what budget.

the 1070 is better/faster and more reports of it working in osx.

but also want to say not to long till the new Nvidia cards come out now, may be worth waiting to see if things change at all then? (if lucky maybe a price drop on the old cards like the GTX1070 or maybe mac support will change idk)

if you need it for job X then buy now i gess, what will you do with it play games? work? emails? etc

GTX680 is super cheep but not in the same ballpark as a 970/1070 (far far faster than a gt120 tho)
