iPad Who has iOS 8?

Apps not updating

I am having a problem of Apps not updating. I am also unable to download a previously purchased App. I am not sure if this an upgrade bug? I have another iPad mini, in addition to my iPad Air (plus data). My mini is able to download Apps and also updates, but not my iPad Air (T-mobile) both on wi-fi and over the air. Any ideas what I should do? Full reset and data delete?
