Order confirmation email says :03 where are the seconds people are referring to?

In Mail, Select View, Message, All Headers. You'll see the seconds about 2/3 of the way down the screen in the Section beginning with "Received: from..."

Frequently the time is expressed in UTC/GMT, so subtract seven hours to get Cupertino (Pacific Daylight) time.
