Don't get too excited about the conf email time, there can be a variety of delays in emails being received (and the timestamp is when you got the email, not when Apple sent it). It is really only a rough estimate of where your order is in line, by no means is it a guarantee.

There's still lots of people in the 3 minute range that still haven't had a charge.

Yes, charges seem to happen for a group almost instantly. So if you aren't in that initial wave, you will have to wait and see if you are in the next wave.
