Not true.

Here's a list of the models that qualify. Many of them were updated well before WWDC but are still eligible for the up-to-date program.

Yes but the computer itself had to have been purchased AFTER June 8th 2009.

From the Apple site:
"Customers who purchase a qualifying new Mac computer or an Apple Certified Refurbished computer from the Apple Online Store on or after June 8, 2009 that does not include Mac OS X Snow Leopard can upgrade to Snow Leopard for US$9.95 plus tax."
(bolding is mine)

The OP purchased his computer on the 4th August so that isn't the problem.

I was answering a quote that said only new models announced at or after WWDC qualified for the $9.95 upgrade, which was obviously false.

It doesn't matter what has been repaired on a refurb, it gets a brand new part number and serial number before it is re-sold.
Exactly right. My refurb BlackBook is part number FB063LL/B (new would've been MB063LL/B) and my serial number starts with the letters RM.

i bought a refurbished macbook pro and pre-ordered snow leopard for $9.99. the online apple store is supposed to remember that your purchase qualifies by checking your account but it works best if you try it from the same computer you made the original purchase from.

Thanks, but I think the problem is that my specific model number is not eligible. I've got to get on the phone with Customer Service to find out why since it is advertised on the product page. Last time I called Apple though (and all but once on Apple Chat), they've been completely unhelpful and virtually clueless to what I'm talking about.

I'll post back with what I find out.
