Why can't I download the macOS Catalina upgrade?

Curious if anyone is using Drive Genius, as I believe it has a feature similar to the eDrive functionality that TechTool Pro has. If it does, can one download the full OS 10.15.1 installer?
 
Having the issue with Catalina - 10.15.6. After trying several of above tried turning off Automatic Updates and it worked.
Suspect the security feature might delete that which it should not install and turning off the AutoUpdates prevents it getting that far.
