Your points about universal availability did not go unnoticed.
Libraries come under that umbrella, but unfortunately not everyone is equipped, one way or another, to get to one.
But the Internet can replace that pile of bricks, mortar and dead trees, as it has done with so many other media sources.
I believe that countries that legislate at least a minimum free service are doing the right thing.
