I mean seriously. Sure there is a thread about this here and there but no news site reports this or any reviewer.

My iPhone 13 pro max AND my M1 iPad stutter very often when scrolling. Even in safari. How has this not been solved yet?
 
Probably more like Apple has slowly trained users to be numb about performance issues unless they screw up hard. Me doesn’t have much issue but constant 4G usage throttles the iPhone hard, which seems to be pretty normal but yeah…
 
I've been lamenting upgrading to iOS 15 on my iPhone XR, slower performance across the board but specially sluggish in certain applications, I really should have waited a few more months before upgrading.

On my Mac I'm always one version behind and so should I on my phone going forward.
 
Because we’re not experiencing poor performance? My iPhone 7 Plus was fine, as is my iPhone 13. On the iPadOS front, same story, my 2018 iPad Pro has been fine.

I have had issues with WatchOS and am avoiding Monterey because I’ve heard nothing but horror stories about it, but iOS is actually remarkably solid for me this year.

The only way to know if it is IOS is to setup your phone as a new device and see if it still has performance issues for you. You mentioned Safari as having stutter issues. The only time I see any kind of stuttering is when I turn on Low Power mode or enable Limit Frame Rate.
