Why does the iTunes store demand a CC even if you don't buy anything?

I finally got my 3Gs.

I tried to connect to the iTunes store to download some free apps, but the account setup demands a credit card number. I don't want to give the iTunes store that information even though I use a credit card to pay for my phone service. I don't intend to buy anything through the store for now.

Should I give up and hand it over, or is there another way ?

I believe you can link PayPal as well.

you can use a prepaid visa gift card even if it doesn't have money on it.

Link your PayPal account, I did mine when it only had $0.20 in it, pretty sure you could if it was at $0.00 as well.

I don't have any credit cards on my itunes account.....

On the US itunes account I created, I have no CC, I just loaded up a gift card and a fake address once and that was it.
