Hmm... It looks like the installer thinks that garageband was installed (hence the update tag). It probably sees a receipt for it, but why?

As long as the disk is for the right architecture (ie. PPC or Intel) there's nothing technically preventing you from installing those applications. Just load up the package in Pacifist and do an install from there.

I'm going to try this because I think it could be a good thing!

If you bought tiger it doesn't come with iLife. If you bought Leopard it doesn't come with iLife.

If you bought a Mac with Tiger or Leopard it comes with iLife. It would also come with system restore disks that you could reinstall iLife from.

If you just buy the OS you need to buy iLife too.

So yes, if you're looking on your Tiger disk, you won't find iLife there. If you look on your Leopard disk, you won't find it there either. You'll find in either on system restore disks or on iLife disks (if you bought iLife).
