Most will disagree but I am glad they use low res cams in the iPad 2. The purpose is for video chatting. It would look ridiculous if the iPad had great cameras and people were out shooting video are taking stills using the iPad. I think this is what Apple was trying to prevent.
The reason its not obvious is because its not true. Video quality can be controlled through software and with 9x graphics and dual core a5's then it could easily handle a larger sensor that would be scaled back if necessary (just like everyone does on modern video capable devices). Apple may have a reason for giving us an outdated camera but it's definitely not because of bandwidth limitations on a device that only does Facetime over Wi-Fi.Low res = less data to push over the net which = smooth/non laggy FaceTime.
