Perhaps it's exactly the same as normal for you because you normally swipe up slowly, or normally swipe up well above the keyboard, regardless of whether the keyboard is present.

Do it fast and it doesn't really work (unless you reach up well above the keyboard).
I've tried doing it as fast as I possibly can. Works every time without fail. I do get a keyboard clicking sound sometimes, like it thinks I've hit one of they keys. But the control centre still opens. I really don't know what technique people are doing to open the control centre but It works for me all the time no matter how fast I swipe.

That's because you're keeping your finger on the screen the whole time. Flick it up fast lifting your finger off the screen and it won't work when the keyboard is present (but this does work when the keyboard is not present). The latter is by design to prevent the Control Center accidentally opening while typing (if you happen to swipe your finger up from below the keyboard, hit a key and lift it off the screen).

I've just tried this. I'd say it still opens about 75% of the time when I flick.
I've always done a proper swipe as that's how you're meant to do the gesture so it's always worked for me. Giving it a little flick isn't actually the correct full gesture so people who are only doing that should be grateful that works at all imo!

Well, people do get frustrated if it doesn't open 25% of the time so they need to learn the proper techniques mentioned here.
