Um. Wow. This thread is pretty ill-conceived. Anyone who thinks the iPad 4 can do more than the iPad mini is absolutely wrong. All iPad apps are designed for both resolutions already. There is simply no need for an A6 processor due to the lack of a retina display. This is a FIRST GEN iOS device. Apple releases work in steps, to achieve maximum profits per year. It's the reason they're so successful, and the reason they have the ability to push new innovations/steady updates for 2+ year old products.
Personally, I'm picking up an LTE mini over the iPad 4, because the iPad 4 design is still thicker/heavier than the iPad 2/mini, and I'm not trying to carry a heavy ass iPad along .. my RMBP15 is big/heavy enough. The iPad mini fits in a coat pocket, and conveniently replaces the need for a smartphone. Gonna pick me up an unlocked Fujitsu super-flip phone, waterproof with 16MP cameras and rotating hinges... HDMI. puts modern smartphones to shame, really.
