where are you located? because around here (and the US in general) usually has plenty of old stock at big box stores, and places like walmart and target.

I'm an American but i live in Thailand now. I only buy Apple things from the authorized Apple resellers. You never know over here.

I doubt that you'll be able to find a new iPad Mini with iOS 6.

That device would have to be more than eleven months old and I don't think that you can just walk into the next store and pick one from the bottom of a stack of boxes.

Remember that Apple is the company that's kinda famous for having a high inventory turnover rate.

You'll have better luck with trying to find one on eBay or Craigslist, but even there it will probably take a while.

Those who never updated their iPad Mini either don't want to use iOS 7 themselves, so they'll keep their iPad or they don't know about updates, which means they either won't sell their device (even if it were slow, those people don't care) or they won't know that they should write that the iPad is still running iOS 6 on eBay.

I disliked iOS 7, too, but had to use it when I got the Air and 5S. And I've gotten used to it. Sometimes I still miss things about iOS 6, but overall, I just don't think much about it anymore. Just go for the retina Mini, it is a much better device than the original Mini.
 
Best advice I can give you is to bite the bullet and start to use iOS 7, Apple tends to drop support as newer versions come out and with iOS 8 on the horizon with lots of new developer tools the likelihood of iOS 6 remaining viable (as apps are released for iOS 8) is not terribly likely. Yes, iOS 6 will be usable for the foreseeable future, but its quickly going to become a dinosaur. iOS 7 runs fine on the retina mini, so really you're only concern is how it looks, thats a little silly. I realize its your choice, and I'm not trying to be a hater, but if you're spending the money i'd say either go new retina, or wait until Sept. 9, and see what will be coming by the end of the year.

You can hold out until you can find exactly what you're looking for, but as more time passes it will become harder and harder to find. You may have to decide which is more important: that the mini is new, or that it has iOS 6. Finding a used mini with iOS 6 is fairly easy. Finding a new mini with iOS 7 is as easy as walking into an Apple Store.

I bought a refurbished black/slate mini from Apple in January, and it came with iOS 6. But when I got my iPod touch replaced in June, it came with iOS 7.0.4, which was available November 2013-February 2014. Apple's refurbished stock might be old, but it's probably not old enough to come with iOS 6 when iOS 7 has been out for 11 months.

Keep an eye on Ebay, because that's your best option at this point.

Looks for me is the most important thing in the world. When I look at ios7 and ios8 screenshots and see these super nintendo graphics I laugh at Apple. I rather not have an ipad then having an ipad with ios7+. As long as safari and mail works, its good for me
 
Have you considered the full-size iPad? You might have better luck tracking down an iPad 3 or 4 with iOS 6.
 
I just bought a 32GB brand new iPad mini black/slate on eBay about 2 weeks ago, it came installed with iOS 6. So that would probably be your best bet. I paid less for it than Apple wanted for a refurb, so there's that possible benefit too.

I just bought a 32GB brand new iPad mini black/slate on eBay about 2 weeks ago,.

Can you send me a inbox messge with the seller on ebay? Perhaps he has another one in stock. If its brand new, Im defenetly interested, hate purchasing refurbished/used eletronics.
 
MicroCenter has old Apple stock on everything. They may be able to help you.
 
Another big thing - if you can see the box before buying, the picture on the box accurately reflects which OS it comes with. If the picture on the box looks like iOS 7, it has iOS 7. If it looks like iOS 6, it has iOS 6. (Doesn't help for mail order like Amazon, obviously.)

And obviously doesn't apply to factory refurbished or used/refurbished. Only factory sealed.
 
I got lucky, my country official reselller had some old inventory in stock, I got one with ios6.

Now the second chalenge....ipod touch red with ios6...
