My 7+ was bought used, IMEI said this phone was supposed to have been replaced. Will Apple still let me buy a new battery?

Depends on what the specialist sees when the serial number is typed in if it was a replacement iPhone that was never turned back in after repair then no
 
If it was a legit replacement then there won’t be any issues. If it was reported stolen or was blocked then you wouldn’t have been able to use it anyway.
 
Bad IMEI phones are usually serviced by Apple, but they won't get any signal from a carrier. However, if the iPhone was stolen from Apple....
 
If it is a situation where the iPhone was repaired and the SN/IMEI wasn't registered correctly, then call Apple and get to a Senior Advisor and they'll be able to submit a ticket with the engineering team to resolve.
