i just came across this on the BGR site, i know, take it with a grain of salt:

UPDATE: There has obviously been a change of plans since Apple did not release iOS 7 beta 7 on Monday. The new version has already been released to Apple’s partners, however, so it should be pushed out to developers soon.

It's very possible that they noticed a major problem before it being released, or that it was never due at all. Simply, we'll never know. They naysayers will claim it as a sign that it was never due yesterday or today. Or apple could be testing to see who's leaking details.

It's not naysayers, it's just people who look at things realistically/pragmatically. I guess any of that is really a possibility, but without any actual information one way or another, it seems that no one really knows.
 
It's likely that Apple gave this new build (Beta 7) to the carriers with the intention to give them a few days to go through it with a fine toothed comb to see if there are any bugs they can find before they release it to the devs. With the GM build coming up they will want to know if the carriers have any issues to be addressed that normal devs may not find themselves. Just my thoughts on this...
 
They tweaked the Settings icon and some minor gradient changes. Overall I can't see anything new.

is it safe to do the Beta 7 OTA update? Or safer to do a clean install?

I always did a OTA update from Beta 2 > Beta 5, but I was noticing issues I shouldn't have been. Did a clean install of Beta 5 and it seemed a lot better (i.e. rotation animations smoother etc).

Oh and Safari was snappier :rolleyes::D
