There is plenty of totally unnecessary eye candy in iOS. People love it - it's a big part of what gives the overall product that elusive "polish".
Yeah, the Sony Ericsson Xperia X1 had that.At least you just pointed out why live wallpapers are not a battery killer. They're hardly being viewed during a normal day.
They're just another nice touch, same as all the sliding panels and other useless but pretty SFX these days on all phones.
(Not all papers are only pretty. Some live wallpapers show constant status of the device or some other situation. For instance, there's one where swarms of different colored dots, that you can scatter like the fish in Koi Pond, indicate wifi and battery strength.

That's a video wallpaper in a loop. It is a video being played in the background. I had one of those with the water drops. No interaction to the wallpaper when you touch it. The app is called vWallpaper (video wallpaper).iphone had live wallpapers long time ago the only thing is that you have to be jailbroken

Sliding panels are NOT useless and are absolutely necessary. It gives the user a sense of orientation and helps him/her build a mental hierarchy within an app.

Sure, they're helpful that way, but I disagree that they're necessary. I've written UIs with both sliding panels and not, and people had no problem with orientation either way.
For that matter, some people don't pay much attention to the various sliding paradigms, which is why Apple relies instead on the bread crumb button at the upper left.

As for live wallpapers, they're not much different than the animated "slide to unlock" on an iPhone. Is the slider's animated text glow necessary? No. Does it use a tiny bit of extra power? Sure.
And yet, who cares?! It looks cool, and adds a bit of interest to the overall experience
So it's understandable why Apple added the animation. It's the first thing you see when you wake it up, after all. Ditto for live wallpapers... it's just a little extra fun.

I imported a black picture into my photo album to use it as the wallpaper, no need for added clutter
I do still have a lock screen wallpaper though
