Betas and GM builds seem to be released to whose Apple calls "partners", before they reach dev center...
So thinking that some of these "partners" are employees or store manager, and that they are aware of the future of the builds they're actually testing seems perfectly logical to me.

But of course, time will tell !

Partners are carriers and premiere developers, like EA, etc that have apps demoed at keynotes.
