I support Windows (& Mac, but mostly Windows) users for a living, and my only thought on the announcement of a new version was:

Haha, this is hilarious. So, Microsoft is basically admitting that Vista is a failure and then is making a claim which they will never be able to fulfill regarding a release date next year? Windows 7 will not be released in 2009, mark my words. Go on, mark them! :p :D
 
From what I have read Vista is more of a stepping stone OS than anything else. A lot like how windows 2000 was a stepping stone to XP. It was put out to be the OS that bridge the gap between XP and true replacement.
Best way think about it is something between OS9 and OSX. Unlike apple Microsoft can not make that leap. MS bread and butter is the business market which moves a lot slower. Apple bread and butter is the home user market.
 
I don't blame them for hurrying it up a bit, as Vista is clearly a non-starter, people are bored of the 5..6? year old technology that is XP, and fed up of Windows in general. More are turning to Mac (and Linux) than ever before. I honestly don't think Microsoft are invincible any more despite all the apps on that platform (most of which matter to businesses not consumers), and if they wait another 5 years before releasing the follow-up to Vista then they're doomed, at least on the home desktop.

I'm guessing that screenshot is a fake. Why would anyone copy the dock, it's pretty but it's not the greatest system in the world IMO. If they did though it's kind of blatant, but then I think Apple copied it from CDE so it all cycles round I suppose.
