Base rMBP is more than adequate for the average user if you are using heavyweight graphic apps then 16Gb is worth while. CPU`s less so as the iCore CPU`s there is little real life difference unless you will be "pegging" out the base 2.3. In general Apple`s BTO options are very much overpriced and you will be lucky to see 10% return on the additional cost when sold. Those that can moniterize the BTO options, the additional cost make sense as even a 5% increase in productivity is worthwhile .

Storage is what you need on the move, for me 256 is more than enough for all apps and current work, plus i carry a small 1Tb external with me as well. At home i have over 10Tb of drive space so no matter what size SSD Apple offer for the rMBP it`s academic for me.

Every iteration will be an improvement, just a question of when you want to jump in. Personally i went with a base 2.3 and will upgrade to Haswell next year, the base model will hold the highest percentage of retail price and will be easier to move on.
 
By the way...
I like using my laptops in bed. As you know, they heat up if they don't "breath" (can't remember right now the right term in English). So my question is: is there a need to buy a cooler if I want to use my future new rMBP?
