An online friend in the US doesn't have a lot of money and is getting an iPhone 5 from someone. My question is will Facetime still work on it?

Yes. On iOS 6.1.6 or higher (although I am not sure 6.1.5 to 6.1.6 was released for the 5).

Get an iPhone 5 with iOS 6.1.5 or less though and the certificate that allows Facetime is expired and therefore FT won't work.

No I have tried and can't get it. Your friend will have to use Google Hangouts or Skype or Tango

Facetime doesn't work but WhatsApp audio seems to. This is sufficient for our transatlantic chats.

Facetime will work via audio or video on an iPhone 5. He hasn't activated FaceTime properly if it isn't working.

It also requires iOS 7.0 or later, it's broken on iOS 6 for iPhone 5.

Actually it require iOS 7.0.4 to be exact. Anything less have the old FaceTime certificate which is expired.

Also, iPhone 5 jumped from 6.1.4 to 7.0, it never got 6.1.5 and 6.1.6

FaceTime (audio and video) works well on wifi and cellular data on my iPhone 5, iOS 10.3.3.
