It's a feature specifically for "YouTube TV" (their replacement for cable TV), not "YouTube" (their video collection/streaming site).
I don't think that's right. I just updated the YouTube app and the feature is there. I don't have YouTube TV. Yes, I'm a premium subscriber, but the setting was not previously there and had to be activated over the web. Now, I see some bug fixes and the settings for the feature. Try updating your YouTube app. Go to its App Store page directly if it doesn't appear on the update list. Sometimes it takes days to show up in the update list yet is available if you go to the page directly. It shows it was updated yesterday.
 
I think YouTube Premium should be included with YouTube TV. The damned service has gone up to $65 per month. At least give users something. I was a happy customer when it launched at $35 per month. Even when it went up to $40, they "grandfathered" us at $35. Then it went to $50... I wasn't too upset because I felt like it was still a deal compared to cable with the DVR... and they added channels. But when they went to $65, it really felt bad at that point. They said it was because they were adding new channels... including Viacom channels... but they dropped Fox Regional Sports channels... which my wife used to watch the AZ Diamondbacks. At that point it felt super forced... and I felt like at this point, they could be offering tiered services... that way if we didn't want to get the new channels, we could stay on cheaper plans. So now, I just use a combination of my handful of streaming subscriptions. I still pay for Netflix... but that keeps going up... trying to convince the wife to drop it. We get Disney+, Hulu, ESPN, Discovery+ all free from Verizon. I pay for STARZ & Paramount+. I use my mom's DIRECTV login to use HBO Max, and many of the other cable channel apps. We get by fine.
 
I’m curious, have you held off upgrading because it’s buggy?
I just want to make sure its really matured very well. I like upgrading on the cusp of a new release. So, soon as iOS 16 is announced at WWDC or about to be, then thats when I will jump on the most current commercial release.
 
What even is YouTube TV?

If you open youtube in safari you can already use PIP.
 
YouTube is such a money hungry company.

I‘m a user since 2008, but for the last 3-4 years YT is advertising so heavily, that I can’t stand it anymore. Also, with 13€/month it is the most expensive Streaming Platform for „low quality“ content, that mostly has channel sponsors. Now I get ads EVERY 4:20 min!!! 2 Ads of 20sec each. I mostly like travel videos of 20-40 min. Can you imagine seeing the annoying Google Phone Ad 10x in just half an hour?! For the last 6 months?!
 
You can do PiP with YouTube in Safari natively, no need for a plug-in or special app.

The YouTube TV team needs to work on regular YouTube App, asap.

It’s a good step forward but please consider making this for the YouTube app. This should not be a paid feature. $11.99 to take advantage of Picture-in-Picture. Come on ?

While their at this, they need to return to standard api controls for the TV app. It’s atrocious.
 
Just like Apple limits their own devices; ie: Mac Studio having storage slots but they go out of their way to stop you from using them.
Totally different in this issue there are many things to say: security, future update, certified support, updated Configurator 2.
Instead YouTube simply disabled a features which Apple has created and active by default
