I have the same issue. Any solution?

Do you have any "non-Apple" hardware installed? Are you using an aftermarket SSD with an adapter? You can also re-run the 10.13.5 Combo update to see if it will update the firmware. I believe that it requires a firmware update in order for Messages in iCloud to function properly.
 
^^^^The Combo Update will NOT update the FW. You need the full installer fore that.

The combo updater will update firmware on Macs which are not classic Mac Pros. Only the classic Mac Pro requires the full installer for a firmware update.

I have a Samsung SSD installed. I ran the Combo update and still no option to enable messages in icloud.

If this were true, then the 10.13.5 that is available on a system currently running 10.13.4 wouldn't get the firmware update required to use Messages in iCloud. I have personally extracted and looked at the Combo Update and it does in fact have the firmware update as part of its install. As mentioned, this does not include in the cMP because of how its EFI is setup.

The firmware updates don't likely have anything to do with Messages in the Cloud; remember that we had the feature in previous betas. The security notes for 10.13.5 reflect a firmware vulnerability that's fixed.

So it's the factory Apple OEM Samsung (SM128, SM256, SM512, or SM768) SSD? That's odd...battery charged up and unit plugged in during the update? If so, I'd try a couple PRAM resets along with an SMC reset and then reinstall the combo update.
