There is a small performance hit which is IMO worth if for a laptop, but totally not worth it for a "desktop" Mac Mini. I think the difference (e.g. in FPS in games) is around 20% (there are plenty benchmarks on YT)
So, you just buy an eGPU with 20% more performance than you expect to realize, and be happy...

Thank you for the clarification.

To whit, I game on my Xbox One and I would argue that buying a Mac mini and an eGPU for gaming makes absolutely zero sense from a financial perspective.

Any number of YouTube video by BitWit, Gamers Nexxus, et al. show how to build a solid 1080p gaming PC for $500-$700, but I digress.

As for the reference cooler, I assume you mean the cooling solution for the FE version is inadequate? If so, I am not sure what the solution would be as the FE is the only version of the Vega 64 to sport 16GB of HBM memory.

For around $900-$950, a Sapphire Nitro + Vega 64 w/eGFX 650 should beat the Vega 20 BTO in the MacBook Pro. I imagine the Vega 56 could as well, and a Sonnet setup from Sonnet Tech is about $800 right now.
Blower style coolers can be noisy and the card can tun hotter. But they push the air to the outside of the case.

You have to check that a card works with a Mac (it seems XFX usually does not because of an incompatible VBIOS, for example).

There are some eGPU enclosure deals around $200. They are much better than what you could get for that money some years ago, but maybe you would not be able to fit a monster).

HBM2 memory is SUPER EXPENSIVE. In fact if I recall nVidia only put HBM2 on it's Titan V card. All the others with the excecption of perhaps Quadro, they used GDDR5 "GDDR5x on 1080ti" and GDDR6 on their high end RTX cards.
The cheapest Vega 56 card can be found for $400 at times. And it has 8GiB HBM2.

Apple's aftersales support is quite shocking once you look into it (or experience it, as I have recently). Don't get me wrong, sometimes they knock it out of the park but that seems to be happening less and less. Go to Louis Rossman's YouTube channel and you'll see how shoddy they are. Or look at the recent news coverage about Apple "Geniuses" overcharging customers for simple repairs.
Louis Rossman is a cheat and a liar.

I can fabricate a sensational youtube video no need to take lessons from

Blackmagic is not the only officially supported enclosure, and vega 64 is an officially supported gpu.

Don't forget about the lack of MagSafe and the emoji bar, I mean touch bar.

I like your eyes and smile-less pic.
Mag-Safe has been very much SOLVED by third-party vendors. Some of the solutions are only $10. Get over it.

And the "Emoji Bar" meme is as tired as those who still insist upon using it.

And as for your signature, if Apple doesn't care about the Mac anymore, then why are they running MacBook Air commercials with at LEAST as much frequency as iPhone Xr commercials? Why have they updated FOUR Macs in the past month?

You make no sense.

You just showed a Vega 64.

An overclocked Vega 64 would have to be looked at. I would imagine that BlackMagic just wants to use a card made by AMD. And they are targeting professionals.

A simple enclosure without fancy stuff (USB, etc) should be fine if you stay within its limits.
Really? Read the specs:
