Bottas did exceptionally well and legitimately held off Max (who seemed to not really be pushing hard). Mind you, if Lewis had started P2-P4 instead of P11, he'd have had Bottas quickly enough.
As to Lewis, honestly I cannot fault Mercedes strategy on this one. Perez was on fire with new Inters and there was no way Lewis would have held him off on race-distance Inters. I also am not convinced Lewis would have caught LeClerc if LeClerc had stayed on race-distance Inters, as well, even with his struggles. So at best, he would have finished P4 instead of P5 and IMO likely would have remained P5 if he had stayed on his original tires the entire race. People were also reporting rain on various parts of the track and if it had fallen more consistently or in more places as the final laps unfolded, Lewis and LeClerc likely would have been off-track and finished even worse.
So honestly, if I am to blame anyone, I blame Lewis. Mercedes wanted to pull him in earlier knowing the drop-off was going to happen and if Lewis had followed their advice, he would have come out in P5 but would have had his tire issues around the same time Perez and LeClerc did and being the better driver in the better car, might have been able to outperform them and move up.
One strategy mistake was clearly sending Vettel out on not only slicks, but
Medium slicks. Softs could have in theory made some sense, but the Inters are fairly softer than the Softs so even that was almost certainly a mistake. But Mediums?
And another embarrassing performance by the Race Stewards in giving Gasly a penalty for his impact with Alonso. IMO, Alonso was clearly the aggressor in going down the inside line and Gasly had to yield to Perez so they both would clear the corner. Again, IMO, Alonso got greedy and he paid the penalty with losing all those spots. Alonso's punting of Schumacher into the weeds was clearly "avoidable contact" so I do support the Stewards slapping him with a 5 second penalty for that maneuver.
It seems clear that the FIA no longer believes in the concept of a "Racing Incident" and all contact is clearly intentional malice by the drivers. I expect the only reason Sainz did not get a 5 second penalty for hitting Vettel is they were both clearly giving each other room and Sainz hit a damp(er) patch and lost control.
