Maybe I should revise my idea then.

Write the screenplay and send it to whoever you send that stuff to.

But I'd still get the stuff in my list. I could put it all to good use.

Shoot it as live-action, edit it, and then run the thing through an "In A Scanner" filter or a cartoon effect.

In the case of A Scanner Darkly, they are hand-drawn. They used interpolated rotoscoping, which combined hand animation with the original frames (think like painting over it). But there are simpler filters, as displayed, that can do the job too. I think it can be done in Flash as well.
